Can I use "not solve" instead of "never down"?

So, in the reverse, if one keeps their "guard up," like here, then it means that they are still careful and alert. Whereas, to "not solve" something, means to not fix a problem or create peace after an issue. Ex: We never solved the issue from our fight. Ex: This problem is not solved. Ex: Don't let your guard down for a moment. = Keep your guard up the whole time. Ex: I let down my guard, and she hurt me.
