To "flip out" is an informal verb meaning to become crazy, angry, or very excited. "All the way" is an informal expression meaning totally or fully. When we combine the two, we can understand "flipping all the way out" to mean "become totally crazy." Ex: Don't flip out, but I accidentally broke your laptop. (Don't get angry, but I accidentally broke your laptop.) Ex: I managed to get two tickets for Shawn Mendes' concert. My girlfriend flipped out. (She got very excited.)
