I saw this sentence format a lot before like "who am I to~," but what's it mean and in what context can I use this format?

"Who am I to + verb" is used when you think you have no right or authority to do something. It is used if you think that you are not the right person to do a certain action. Ex: Who am I to decide? I am not a nurse or a doctor. We better call 911. Ex: She keeps spending her money on useless things. But, who am I to judge? It's not my money.
