Why there is no preposition like "at" after look?

The preposition "at" is not always necessary to use after "look" when telling someone to look at something, especially when look comes before a question word. However, "at" can be used to add emphasis towards someone directing their eyes towards something. Ex: Look at that rainbow! Ex: Look what we're making for dinner.
