Why "it" is used in-between "can" and "be"? I thought the modal verb "can" and the original verb form "be" should be placed in a row.

It is typically posed as a question that means "is this (scenario) possible?" However, in this scenario, it is used as a statement instead of a question, but it still means the same thing. When Gandolf says "Only there can it be unmade" he means "Only there (Mordor) is it possible for the ring to be destroyed." Ex: Can it be? Is it really you? Ex: How can it be? That doesn't sound right.
