I see what you're saying! However, here I'd consider "lifting" the verb in the present continuous tense. If you imagine an omitted "with" in the beginning, it works. But you're right. Having the verb "are" there would also work well, then "lifting" would function as a gerund - the object of the verb. Missing a couple of words is natural for a native speaker to do, as the context and rest of the sentence often imply them. Ex: With many COVID 19 restrictions lifting, and people going back to work, the roads will be busier. Ex: Many COVID 19 restrictions are lifting, and people are going back to work.
