When do people say "whatever?"

"Whatever" is used as an exclamation here, to indicate indifference, disinterest, frustration, or skepticism. You can use it in situations in which you don't care to hear what the other person is saying, or to show a lack of interest in the topic at hand. It can come across as being quite rude, so be careful when you use it. Ex: Whatever, I don't care. Ex: Ok, whatever. Let's stop talking.
