Why is the first letter in "new" capitalized? Is it emphasizing that it is NEW?

Proper nouns (a specific person, place, or thing) must be capitalized. New Manhattan is the nickname of a place, so it also follows the rule of capitalization for the first letter of each word in the name. Ex: Let's go to Little Tokyo for lunch. Ex: Stacey's nickname is Stace.
