Does the phrase "taken by" have the same meaning as "stolen by"?

That's right! If something is "taken" by someone, it could mean that it was "stolen" by them. Ex: I looked everywhere for my phone and couldn't find it. I'm sure someone took it. Ex: While Jamie was sitting at the bar, someone had taken her bag without her knowing.
