In the end of the sentence, the order of words are inverted. It's not "you won't be my neighbor!". Why is that?

That's because it's in a question form rather than a statement form! The full sentence could read as "will you be my neighbour?" "Won't" is a polite form of asking "will" in a question. In a question form, it can also sometimes be used to confirm a negative. Ex: Won't you help me cut all these invitations, please? Ex: Won't you see if your grandfather needs help, Toby? Ex: Won't I see you tomorrow? => Asking to confirm a negative = Will I not see you tomorrow?
