"Catch up with" means to reach the point ahead where someone or something else is at. "Catch up" is a phrasal verb that means to succeed in reaching a person or thing ahead of you or to talk to someone to find out how they've been. Ex: I'll never be able to catch up with the others since my bike tire is flat. Ex: The company finally caught up with the new technology and implemented it into their existing system.
