It's mostly said for humor! But it also adds emphasis to the statement. It's kind of like a sassy remark to all the people who don't or didn't consider pluto a planet. Although, these days it's used informally as a positive remark, so it may just be for fun and emphasis. It is considered offensive to some, so it depends on the context and who you're with if you use it. Ex: That's right, bitch! Ex: Let's go party, bitch. => informally to a close friend Ex: You know what, bitch, I don't care what you think.
