Is "speak up" a phrasal verb? Can I say "speak down" too?

To "speak up" means to raise the volume of one's voice, or to share one's opinion about something. Meanwhile, to "speak/talk down" means something completely different - it means to speak to someone in a rude, condescending way. Ex: It's great that many celebrities are speaking up about sexual harassment and abuse in the industry. (Speak up = voicing one's opinion, supporting a cause) Ex: I don't like one of my classmates. She's always talking down to others.
