He mentions M&Ms as part of the joke, from my understanding, since M&Ms aren't sold in Finland. It's illegal since they look too similar to another brand they have with an "M!" So he's saying that someone could open an M&M store if they were a little drunk, because people in Finland want M&Ms! It could also be that he mentions M&Ms just because it's a ridiculous thing to think about while you're drunk.
