Does the word "ya" a dialect? Or just a colloquial form of "you"?

The word "ya" is a casual way of saying "you." It's used all over where English is spoken. I don't recommend using "ya" if you are writing an essay or an important email, but it's fine to use in casual conversation. Ex: Are ya going to the movie? Ex: Where are ya going? Ex: I want to go with ya.
