A "block" is an area of buildings surrounded by roads on all four sides. Cities are usually planned with these "blocks." So, "on the block" means in that specific area or neighborhood where people live. Ex: I have a couple of friends on the block who are coming for dinner. Ex: There's a pizza shop three blocks away from here!
