To be "on the loose" means to be at large, unconfined, free, or escaped. In many contexts it's used to refer to people or things that have escaped confinement, such as animals that have escaped from zoos, or criminals who have escaped from jail. In other cases, it's jokingly used to state that someone is running around freely, and perhaps acting in a wacky or funny way. The speaker's intention in this video is perhaps both meanings, as Patrick is acting in a crazy way (like an animal escaped from a zoo), but it's also meant to be humorous. Ex: There are two elephants on the loose, they escaped from the zoo last night. Ex: My daughter is on the loose. She's a snack field, so hide all your food!
