I suppose it depends on the context! In terms of addressing equals or those within the same position, like it is here, "fellow" would be considered formal. But it'd be considered informal if you called a man or boy "fellow." Ex: The young fellow next door helped me carry boxes. => informal Ex: Fellow citizens, remember to vote! => formal
