Does "time is ripe" an actual expression? Or is it an original pun of the show? (Well, since the speakers are vegetables...)

I see how it could be a pun! I like that. "Time is ripe" is an actual expression! It means you'll do something when it reaches the right point of time or when it seems suitable. Ex: It's the end of summer! The time is ripe to buy all the clothes on the summer sales now. Ex: When the time is ripe, I'll talk to Lilly about the situation. Ex: The time is ripe for going to the beach and sitting in the sun all day!
