"Do-as-you-please" means to do whatever you want, to act blatantly without thought for others. It has been used as an adjective here. Ex: I hate my friend's "do-as-I-please" attitude. Sometimes, it's very selfish. Ex: My country is famous for being "do-as-you-please." Sometimes people lack consideration for others.
