The "post-war boom" was a time period in the United States from approximately 1945 to 1960 where the economy grew and thrived after World War II. During the "post-war boom", many Americans were employed and able to purchase luxuries such as houses in the suburbs and cars. Here, he is saying that Chinese takeout became popular during the "post-war boom" because many Americans could afford it, and wanted convenient food because of their busy lifestyles.
