Why would the narrator separate British and Irish? Aren't they supposed to be part of the United Kingdom?

Yes, Britain and Ireland are both members of the United Kingdom, however, "British" and "Irish" are two separate ethnicities. Ireland didn't used to be a part of the United Kingdom, and the people there have their own nationality and are ethnically similar but different to those of British descent.
