What does "[number] going on [number]" mean? Is it a common expression?

This phrase is common when talking about your age and birthday! So you say your current age, which is the first number, and then you say the age you are turning- which is the second number. Ex: Henry is 12 going on 13! He's going to be a teenager next year. Ex: I'm 29 going on 30. I can't believe my twenties are almost over.
