"See" here means something similar to "imagine," "picture," "envision." The speaker means that she cannot imagine that the infiltration method suggested by the others would work. Ex: I don't see it working out between the two countries. They have too many historical disagreements. Ex: I don't see it working out between that couple. Their personalities are too different.
