The subject in this sentence before "enabled" is "cats". The subject "cats" just isn't mentioned until the end of the sentence, and so it is a little confusing. It is very rare in English for a verb to come before a subject, but in writing or more formal speech, sometimes the subject is delayed until the end of the sentence.
