"Turning over a lot of rocks" means to do everything you can to find what you're looking for, find a solution, or achieve the result you want. Every rock turned is a step closer to achieving that thing. Here I think it also means to disrupt the norm, as they're talking about the new president at the time, Donald Trump, who made a lot of changes in his first year as president. Ex: I will turn over every rock until I solve this problem. Ex: No stone will be left unturned by the time I finish my job as the store manager.
