It is a little more casual, but it's not rude to say "pleasure" as opposed to "it's a pleasure." You can use either to return a greeting. Ex: A: Pleasure to meet you! B: Pleasure. Ex: A: It's a pleasure to meet you! B: The pleasure is mine.
