Yes, you could! It would read as if it was said in the past about the future. But within the context, he's singing about an expectation they had in the past not happening, so "would" is used and works well here. It expresses more of a nuance in the context of the song of him being without the person he's singing about. But it wouldn't sound unnatural to use "will" in this sentence! Ex: You said that we will always be. = You said that we would always be. Ex: She said that we'll go to the shops tomorrow. = She said that we'd go to the shops tomorrow.
