Here, "contractarianism rules out things like slavery" means that contractarianism excludes slavery as a possibility, that it wouldn't allow it to happen or exist. Ex: We were discussing dinner options. I ruled out pizza and sushi. Ex: To reach a final decision, we ruled out bad options one by one.
