Does "get up off the floor" a proper expression? I've heard of "get off the floor" or "get up", but I'm not sure whether I've ever heard of "get up off [something]".

Yes, it is a proper expression. However, it's wordier than what someone would normally say. As you suggested, we usually use "get up" or "get off the floor," but there's nothing wrong with using "get up off the floor." Ex: Come on. Time to get up off the floor. Ex: We need to get up off the floor.
