As a noun, "follow-up" means an action connected to something that happened before. Here though, "follow up" still functions as a phrasal verb. It's just put at the end of the sentence since it's a question form. Ex: The message is a follow-up to our previous meeting. => noun Ex: I'll send an email to follow up with them. => phrasal verb Ex: The email was a follow-up to the quotation we sent. => noun
