Would it sound awkward if I say "actively" instead of "proactively" in this scene? If so, what's the main difference between these words?

Good question! They mean different things. To do things "proactively" means to act or look/think ahead, to plan things out in advance. Meanwhile, to do things "actively" just means to participate in an active manner. The speaker is sharing the hope that rules will be planned out beforehand, so "proactively" is best for this context. Ex: I like to proactively make plans for the future. Ex: I'm actively participating in the group discussion.
