The main difference is that "record" refers to tracking data and information. Whereas, here, "measure" refers to assessing and estimating the quality of something. "Measure" can also mean determining the amount or size of something by using a device with a standardized unit or comparing it to something else. Ex: It's hard to measure the quality of our product without recording data. Ex: Can you record my time? I want to beat my last one. Ex: We can measure an applicant's work abilities with a skills test. Ex: I need to measure my waist for the new dress I'm getting.
