Is to say "here it is" different from saying "it is here?"

"Here it is/here she is/here they are/etc." is used to announce that one has found something that was lost, or that someone has arrived. It has more of a feeling of emphasis that "it is here," which is more of a simple statement. Ex: Ah, here it is! I thought I lost it. Ex: Here they are! Right on time.
