Here, "reign" means ruling or governing in relation to royalty. Even though Justin is not actual royalty, he's referring to his fame and the metaphorical kingdom he has created for himself that he rules and "reigns" over. The things he has power and influence in. Ex: I reign over a food franchise. I have restaurants all across the country. Ex: There's a group of kids that reign in this school. Be careful of them.
