Why does she say "would have to say" rather than just saying "would say"?

This is a speaking pattern common in English-speaking countries. You're right that it would be easier to say "I would say," but many people say "I would have to say" when sharing their opinion on a topic. Ex: A: What's your favorite movie? B: I would have to say "The Dark Knight" is my fave movie. Ex: Do you like staycations or overseas vacations more? Ex: I'm a bit of a homebody, so I would have to say staycations.
