Good question! They are slightly different in meaning. To be "domineering" means to be overbearing, dictatorial, or authoritarian. It means to control all decision making and the behaviour of others. Meanwhile, being "arrogant" means to be have excessive pride in oneself and feel contempt for others. So it's more related to one's personality as opposed to one's behavior when interacting with others. In this video, "domineering" definitely holds more of a negative connotation than "arrogant" does. Ex: He has a bit of a domineering personality, so he's hard to get along with. Ex: I don't understand why he's so arrogant. He always speaks as if he's better than everyone else.
