To be "conditioned by" something means to have been greatly influenced by or had one's outcome affected by that one thing. Here, "conditioned by her environment" means "greatly affected/influenced by her environment." Ex: She grew up in poverty and was greatly influenced by that environment. Even as an adult, she likes to save and does not spend frivolously. Ex: I grew up in a very competitive family, so I'm conditioned to compete with others to win.
