"Desert Storm" is a proper noun, it is the name of an operation (Operation Desert Storm). Thus, it must be capitalized following the capitalization rule for proper nouns. On their own, "desert" and "storm" do not need to be capitalized. Ex: Hurricane Katrina was one of the most devastating natural disasters in recent history. Ex: There is a storm coming this weekend.
