Cocoa and chocolate are both products created from the cocoa bean. You can think of cocoa as a purer form of chocolate, because it usually exists in powder form (it is what is created from heating raw cocoa beans), whereas chocolate is created from cocoa, cocoa butter, and possibly milk, sugar, and so on. So normally, the powder form is called cocoa, and cocoa in non-powder form with extra ingredients added is called chocolate.
