"Meager" means low quality or quantity. Here he's saying that he's looking for someone with "low intellect" - the person is not very smart. Ex: I have a meager amount of food in the fridge. Ex: When I asked a question, her response was meager. Ex: Wally can't afford a car with his meager salary. Ex: The farm had a meager harvest this year. Ex: The portions are not meager at that restaurant.
