I didn't know "ties" can be used this way. Should I see "social ties" as a whole phrase or "ties" can be compounded with another word?

Yeah, it can be used this way! You can consider "ties" separate from "social." A "tie" to something is an attachment, obligation, or responsibility that you have, or a restriction or limit to a place, person, or situation. Ex: Her family ties are very strong. She even goes to visit her parents every weekend. Ex: Due to my work ties I can't go away this month.
