In general, "entitled" has a negative connotation, but it can be used in a neutral way to describe someone who is allowed privilege and special treatment. Ex: He thought he was entitled to free service because he is rich. ("Entitled" used with a negative connotation) Ex: Senior citizens are entitled to a seat on the subway.
