Just curious, whenever people drink alcohol, they say "cheers" to toast. However, does it have the same meaning as "cheer up" as well?

No, "cheers" and "cheer up" have different meanings! "Cheer up" means to be less sad, or to become happier after being sad. Ex: I'm sorry you lost the competition. Would getting ice cream cheer you up? Ex: Cheer up, Jen! Things will get better.
