Does "flirt" have negative meaning? If so, how can I describe someone asking for love to other in formal way?

"Flirt" does not have a negative meaning, it is appropriate to use it to describe actions that show affection and interest in another person. The only time "flirt" could have a negative meaning is if the flirting is unwanted or inappropriate.
