Is there a difference between "does it not...?" and "doesn't it...?" in question sentences?

The only difference between "doesn't it" and "does it not" is "does it not" in a question sounds more direct and formal. Otherwise there isn't a difference between the two. Ex: Doesn't it/Does it not seem like he is angry? Ex: Why does it not/doesn't it work?
