The structure "as...as" is used when comparing two things. So you can understand this sentence as "as few as possible." This can be used in many different contexts. Ex: She is as strong as a horse. Ex: I don't have as many books as her. Ex: The test wasn't as hard as I thought. Also, any time a word describing ability is put after the structure "as...as", it is used to show possibility of something, and it compares the subject with what is possible for the subject to do.
