Can I use "keep the rules" instead of "stick to rules"? Does "stick to" sounds more formal?

Instead, native speakers would be more likely to say "follow the rules." This expression is a little less informal than "stick to the rules". Ex: She never follows the rules. Ex: If you follow all the rules, you won't get in trouble.
