Native speaker’s answer

Rebecca

In colloquial terms, a "non-starter" is a plan or idea with no chances of being effective or succeeding. When the speaker says "the idea of returning them to the ocean now is a non-starter," he means that the plan to return the beluga whales to the wild has no chance at success, as they would likely not survive. Ex: Although the proposal sounded like a good idea, it was a non-starter. The company had no money to put towards the project. Ex: I had a plan for adopting a dog, but it was a non-starter. My parents vetoed the idea.
