What does "out there" mean? Can't I just say "there"?

"Out there" refers to somewhere that is not near you. "There" generally refers to somewhere that is in your vicinity. Therefore, "out there" and "there" have different meanings. Ex: Bears live out there in the forest. Ex: My purse is there, can you hand it to me?
